Félix Fernández-Shaw is Director for Latin America, the Caribbean and relations with all Overseas Countries and Territories at the European Commission’s Directorate-General for International Partnerships (DG INTPA) since October 2022. He was previously Director for Sustainable Development Policy and Coordination (April 2018-October 2022).
He has worked on sustainable development policy and the EU’s external action budget since 2009, including as Expert in the Cabinet of the HRVP Federica Mogherini (where he was also responsible for relations with Africa, 2014-2018), Head of Development Cooperation Coordination Division at the European External Action Service (EEAS), and as a diplomat in the Spanish Permanent Representation to the EU including chairing CODEV WG in the Council.
From 2000 until 2009, he worked on Justice and Home Affairs matters at the Spanish Ministry of Justice as Director General for International Legal Assistance and Legislative Policy, at the Spanish Ministry of Foreign Affairs as Deputy Director General for Justice and Home Affairs in the EU, and as Relex JHA Migration Counsellor at the Spanish Permanent Representation to the EU. He started his career at the Embassy of Spain to Romania.
