After over 28 years of service for the European Commission, Luyckx is currently managing the unit in charge of “South America & Regional Operations” in DG INTPA.

Prior to his current assignment, he served as Head of Unit in DG INTPA for “Resilience, Peace & Security”, providing policy advice and thematic support on issues relating to security systems reform, terrorism, organized crime, money laundering, border management, radicalisation, support to law enforcement and armed forces, conflict analysis, peace building and related issues.  

Earlier, he served for DG HOME as head of the unit in charge of “Terrorism and Crisis Management”. He was responsible notably for the drafting of the EU Directive for criminalisation of terrorism offences, the launching of the Radicalisation Awareness Network, the development of the network of Financial Intelligence Units (FiU.net) and the Terrorist Finance Tracking Programme (TFTP), risk assessments on terrorist threats and action plans in CBRN and explosives. He also launched law enforcement practitioners’ networks at EU level.

Luyckx served in previous postings in the Commission, in particular: DG Economic and Financial Affairs where he worked on the preparation of the launch of the Euro; the cabinet of Commission’s Vice-president Manuel Marin where he was responsible for relations with Asia and for trade issues, such as the General System of Preferences (GSP); the Secretariat General of the Commission where he served as desk officer for coordination of external relations matters; and assistant to the Director General for Development and Relations with ACP countries. He was also Head of Unit for Aid and Development Effectiveness.

He studied Law, Political Science and Business Management in Belgium (UCL). He earned his LL.M. in International Legal Studies from the American University, Washington DC. He also graduated from the European Security and Defence College in 2005. He was a practicing attorney before joining the European Commission in 1994.

He is a French native speaker, fluent in English and Spanish with basic knowledge of Italian and Dutch.

He earned his parachuting license from the 1st Parachute Regiment (Schaffen, 1983) and performed his military service (1990-1991) within the Belgian “Committee for National Defense Problems” an inter-ministerial crisis management body.
